I think Ussop is actually all he pretends to be but the thing is he's developed some sort of 'I can't' fear, so whenever he is praised or someone believes him he simply accepts it because in his mind it's true anyway and he doesn't have to deal with his fear either. Like during the Dwarff battle(poisoning sugar) when all the dwarves believed him and when they were being beaten he came back since he can't really bear the weight of misleading others- i.e He is no liar-just a coward(in a sense). This would also(it does) explain his Sogeking character who without hesitation shot down World Government Flag(a brave act) and also took down the marines on Hopeless bridge(?) from a distance where bullets couldn't even reach. During the fight with DF user Cp9 giraffe he planned to run but Sogeking told him what he actually is brave and capable-his true self. The mask is his way of dealing with his fear. He's certainly shown the skill by taking down sugar with trauma delivery Ussop face in the last arc, so there's that.
