I, along with countless others, found myself getting quite frustrated with Usopp's sudden digression as a character in last weeks chapter; however, this week exposed the true motives behind it. In the end, it actually wasn't really about Usopp at all. It all came down to creating more supporters for the Strawhats once they truly begin a war/revolution to over throw the government.
Think about it, Luffy was a masked gladiator under the name of Lucy, everyone was in disguise, and Usopp and Robin were working under false aliases from the background with the tontatta. If Usopp hadn't regressed but instead had immediately fought Treble and won, how would any of the people of Dressrosa or the former toys known who saved them? They needed the tontatta to say what "Usoland" had promised to do, and later have Usopp announce that he was the sniper for the Strawhats. This in turn, will make the newly released toys praise their saviors the Strawhats and another country that is their ally.
We all (most, going with the majority here) believe that Luffy and his crew will have to take up arms against the World Government. This would obviously be impossible without allies.With the addition of Dresrossa the Strawhats will now have three countries who support them: Alabaster, Fishman Island, and Dressrosa. This goes without mentioning what could happen with the Wano country or their pirate allies (looking at you Marco).
So as frustrating as it was to Usopp regress after two years of training and a major confidence boost (remember him talking trash to Jami about not being one of the bottom three), this chapter restored our faith in Usopp while continuing to lay the groundwork for the revolt against the World Government. So basically, everyone who was furious at Usopps regression (myself included), just calm down and remember; Ida always has his reasons.
