I, along with countless others, found myself getting quite frustrated with Usopp's sudden digression as a character in last weeks chapter; however, this week exposed the true motives behind it. In the end, it actually wasn't really about Usopp at all. It all came down to creating more supporters for the Strawhats once they truly begin a war/revolution to over throw the government.

Think about it, Luffy was a masked gladiator under the name of Lucy, everyone was in disguise, and Usopp and Robin were working under false aliases from the background with the tontatta. If Usopp hadn't regressed but instead had immediately fought Treble and won, how would any of the people of Dressrosa or the former toys known who saved them? They needed the tontatta to say what "Usoland" had promised to do, and later have Usopp announce that he was the sniper for the Strawhats. This in turn, will make the newly released toys praise their saviors the Strawhats and another country that is their ally.

We all (most, going with the majority here) believe that Luffy and his crew will have to take up arms against the World Government. This would obviously be impossible without allies. With the addition of Dresrossa the Strawhats will now have three countries who support them: Alabaster, Fishman Island, and Dressrosa. This goes without mentioning what could happen with the Wano country or their pirate allies (looking at you Marco).

So as frustrating as it was to Usopp regress after two years of training and a major confidence boost (remember him talking trash to Jami about not being one of the bottom three), this chapter restored our faith in Usopp while continuing to lay the groundwork for the revolt against the World Government. So basically, everyone who was furious at Usopps regression (myself included), just calm down and remember; Ida always has his reasons.

In my opinion i think Usopp needs to leave that Coward Zone he & nami are in and Join the confidence group

Luffy, Zoro, Brook, Robin, Sanji, Franky are in.
Chopper looks like a coward but he puts more work than Usopp.

I completely agree with you guys that after all the training and time he has spent on the Grand Line that Usopp needs to top doing this, but after seeing the true motives for his cowardice in the last few chapters I believe it will be the last time. After overcoming his fears for his life and defeating Treble, an officer of the Donquixote Family, I believe Usopp will have enough confidence to not necessarily be "fearless" but to no longer act upon his fears.

I wasnt that much surprised when he ran infact I expected it so and not coz I hate him and think he wont change but bcoz there are steps he is following till he reaches a certain point.
Step 1. Instigated by Kuma when he sent him to a 24/7 danger zone. What this did was put Ussop in a place where there was no real safe haven to crawl to forcing him to have to fight for his life day and night. When he lived those two yrs he goy accostomed to danger and so a few brevity points were gained and he tells Nami he has graduated from the scadey cat crew.
Step 2. Begins with him facing a new danger, and while he is now brave and believes in himself to some point, a new kind of danger(one he in accustomed to) shows up and for a brief moment he forgets himself, then he comes back to fight but the reason is stupid(as in hero stupid) but bcoz now he can adjust to a new danger and face it head on he will believe more in himself so in futer when new danget comes he wont bulk under pressure.
Step 3.(theorised) with confidance growing more and more the next step will b him now not only dealinh with the danger thrown at him but actually going out to find it himself(it wont b like Luffy or Zoro style but like maybe a team plan is being made and the part for Ussop is really dangerous and the other crew members realise it might b too much for him and ask if he wld rather not do it(an option to cower away) but he will refuse the offer(in some badass manner no doubt) and go on to face the danger heart and soul poured in).
Step 4.(theorised once more) Its to do with what the pple in Shanks always say about guns "only draw one out when u r ready to die yoself", so the manly Ussop will one day enter a shoot off(similar to the one he ran from in louge town) but the epicness of it is Ussop drawing a gun. Its a long shot and seems a dream in a dream kinda thing but it wld b nice wldnt u say.
I guess too as u said it also served another purpose, smart of Oda to so.

Was there any doubt about him returning? Where would he run and what would he do? It was just to make situation a little dramatic and spice it up for the big entry.

PFFTTTTBBBBB!

Impossible, M3 vs the world would be the most bad ass fight in history. Then once The other crew members showed up on the beach Zorro would be shining his swords while sanji cooked meat and Luffy ate and they would be in the mist of thousands of fallen foes like "oh you showed up, you missed all the fun."
