Chakra is the most important to perform jutsus like fuel for cars, without chakra you're died.
But without intelligence,ninjutsu skills and taijutsu, the chakra is useless so a lower chakra can still beat a high chakra.

Chakra control is important too
Look Sakura she's very low chakra but has awesome chakra control and her last big attack was very powerfull.Same for Itachi and Kakashi with ninjutsus and MS techniques.
But we all know that an illiterate who doesn't know what's a jutsu, no taijutsu skill, no genjutsu and no speed but with high chakra will still loose vs Tenten.

So i'm still agree with Hori-Sama, because all the chakra monsters are extremelly strong, and the top 5 are all chakra monsters...
