Suiton is the basic elements of the Ninja World and an essential protein for any living organisms. Suiton is widely considered to be used in Kiri and Ame, due to their village severely engulfed with water. Suiton is weak against Doton because it is able to stop the flow and absorb it. Suiton is strong against Katon because simply, it can extinguish it easily. By mixing fuuton and suiton, the user can easily forge an advanced elemental ninjutsu known as Rain Release.
That's about right but there are more ways water interacts with other elements. Water is highly conductive so it helps to use lightning in combination with water jutsu. When fire heats water to a high temperature it evaporates creating steam which is also a KG. And when you saturate earth with enough water, mud is formed. Since you've never molded suiton chakra before try acquiring a strong mental image of the nature of water (a description of water's characteristics) and mold a portion of your chakra to mimic that nature. Then channel suiton chakra into a water source and manipulate it with your chakra to create a small wave. After that, try raising water in the form of a small wall and then shooting a small water blast from the water source. That's the basic suiton jutsu. It could also be done without a water source by converting suiton chakra into water released from your mouth, hands, etc. When you're done with the first three try it without a water source.
