If a premium user were to change his/her name to something else, would a new user account be able to register with the premium users old name since they no longer have it?

In short: New Registered users can use the username that a Premium User had before, before they changed theirs?

Yes. My original name was silverASSASSIN79, but I changed it. Since my username is now SilverAssassin, someone else can register using silverASSASSIN79.
