I am just saying that people could like have a trademark technique or some random **** like that, or something they specialize in or some special jutsu that is ranked above what they are limited to. I mean like if someone is a genin they would be able to have like 1 jutsu that is B rank or possibly even A rank. this is shown in the manga that shinobi can do this, because naruto can do rasengan, and learned it when he was a 12 year old genin. it is second from the top in the masters list of jutsu's or some random thing like that. sasuke can use chidori, and chidori is quite powerful, being an A-rank.
