Apparently Quincy with Bach-like powers are born every couple decades or up to every few hundred years. If the Kaiser Gesang is to be believed, there haven't been any such quincies born since Hashwalth, which is nearly 1000 years. In all that time, if this power isn't unique, we might expect there to be at least one such quincy born. For Uryuu to have been born with this power makes some sense. He was a half-blood who survived Auschwalen, after all. That means there must be something special about him, which Bach has already acknowledged to some degree. We know that Ichigo's rise in power was extremely fast, though how much of that can we attribute to the hogyoku? Aizen said that he thought the hogyoku is why Orihime and Chad got their powers, and it was Ichigo's wish to become strong enough to protect his friends which allowed Ichigo to get so strong so quickly. But then again, Ichigos own Quincy powers weren't awakened until he was in Quilge's jail. If Uryuu had distributed power to Ichigo, wouldn't that have encouraged Ichigo's reishi to recognize Quincy power and unlock things faster? we also know that Ichigo continued to get significantly stronger, even after Aizen took the hogyoku. He gained his maximum powers training in the Dangai, where the hogyoku wasn't anywhere nearby. Having Uryuu's power to help boost his own helps to explain that huge leap forward.
