There isn't one. People like to act like they're different since Sasuke's eye is referred to as a "Rinnegan" rather than a "Rinne Sharingan" by the characters, but Kaguya's third eye was also never called that in the series. We were only given that name in the 4th databook, and in UNS4 (where Sasuke's eye was referred to as one). The emergence of the tomoe are an evolution upon the basic Rinnegan (made clear in Naruto Gaiden), and the number of tomoe presumably determines its strength, like any other Sharingan. People used to differentiate them by color, but now we know that Rinnegan can come in all sorts of colors, so that's a moot point.

tl;dr: The fact that Sasuke's and Urashiki's left eyes have been called Rinnegan doesn't make it not a Rinne Sharingan, in the same way that a Mangekyou Sharingan just being called a "Sharingan" wouldn't.
