I think he will. One theory I had is that the reason Momoshiki and Co took so long to get to Earth was because of Hamira and his clan. Not only were they guarding Kaguya, they were also protecting the Earth from the rest of the Otsusuki. Now that Toneri is the only one, however, no way can he protect the Earth alone which is why after the events of The Last, shortly after Momo and Kin come to Earth which means Toneri isn’t around to stop them anymore. But who knows? Maybe he takes Urashiki out with him and that’s why he was introduced, to give Toneri a decent send off
