Yup pretty much. Created a new Hakudo to seal Aiezen
Barley even met this new Quincy Elite and already somehow had a counter to his poison ready to go.
Has a super new transformation for Yoroichi for just the right moment.

At least Mayuri collects data in others fights with enemies before creating a means to combat OP opponents. Urahara just seems to already have something in storage for EVERY encounter even if he doesn't know they exist.....(cough)God of asspull(cough)

No the transformation is not new but its new to us....an yea hes just very smart.
