Urahara soloes a lot of characters and we haven't even seen his Bankai. Add on his intelligence, I say Urahara wins.

Urahara has shown the ability to switch with that portable Gigai in an instant so even if Gin manages to activate Bankai he won't have the time to place a piece of his sword into Urahara, so there probably won't be any disintegration going on via Gin's Bankai, but if Urahara has no intel then it will be moderately more difficult, either way Kisuke wins.
