Is it safe to say that urahana banki could've removed the hogyouk from aizen.

Nah, hogoyoko was bound to aizen even when gin took it out it simply returned. Its power is beyond urahara's bankai so urahara can't hope to reconstruct it with his bankai either

Benihime restructures things, assuming he removes it, aizen will just get it back naturally, and I doubt it could restructure the hogyoku itself

The hogyoku punches logic in the face. The only thing that overrides it is something that kisuke urahara whips up at the last second. and considering that worked, it doesnt matter.
