OT: It does seem a little impulsive. By Sasuke already said before he doesn't care what people think of him. In Sasuke's mind, all he's thinking is how the ordeal is a cause of the Kages who are in place (Gaara really shouldn't be to blame though). So he plans on rectifying that without a second thought. Similar to how he was going to kill Obito and Madara.
