Okay so i actually gave it a thought to what actually it could mean not just a hypothesis but if we look carefully we see it indirectly indicated in the manga too.....

Now when WZ ability was first introduce or even when he was introduced as a character here are some of the things that were stated.....

1. He was a clone of Hashiram although not a perfect one.
2. He could mimic the chakra and ability of ninja whose chakra he had absorbed.

LATER it was revealed that these were the people that were caught in IT and got turned into WZ.....

Now this point is of special consideration that they were linked to the Shinju tree. What did that link did to the people over the time...it changed their DNA and made it more like Hashirama's.....I think they got modified by the Yang energy and this Yang energy gave them the ability to mimic the chakra and ability....i think this ability could be a form of Universal understanding of chakra albeit a diluted form of it..... Otherwise this particular ability of WZ was almost unheard of even in the NV....copying the techniques are one thing but essentially changing the chakra nature and type it goes beyond the normal limits.......I think this is what exactly Universal understanding of chakra basically means......It is also quite possible that their shapeshifting ability may arise from their modified DNA..but changing the chakra thats definitely UUc

If what WZ did had any relation to Universal understanding of Chakra, Kishi will elaborated about it earlier than that.

I think what WZ did with mimicking not bcus he had Universal Understanding of Chakra but bcus he just mimic something already well known how its works. How the jutsu work.

But I give you an example, Naruto creating new eye for Kakashi when he know less the full details on how it work but still he can make it work/happen. Thats Universal Understanding of Chakra

Well when we are talking about universal comprehension it presents many forms and variations......to create Kakashi's eye he most probably replicated and created Kakashi's original cells.......its inferior form may explain how WZ was able to shapeshift into Neji or other warriors whose chakra he absorbed
