Underutilized shinobi.

So many shinobi in Narutoverse, some don't get the chance to shine.
Who do you feel or wish could have had more time to develope.
I always thought that if Sai was Sasukes replacement in team7 Kishi
should have done more to make him more bad ars.
Whats your opinion?

Sai is certainly up there. I was so stoked when he first showed up. An ANBU with completely unique techniques, and who's childhood was basically torture to erase his emotions?! **** yeah, that sounded AWESOME. Then........ Kishimoto forgot he existed, basically. He's always "on another mission" during most of the events. Major letdown.

And Yamato. He got a lot more screen time, but I still don't think he's had a chance to really go all out. Like, balls to the walls all out, like Kakashi and Kakuzu fight. I know his mokuton is weaker than Hashirama's, but he is still second best user (aside from the 2 Uchiha). I hope this guy gets his chance for revenge, and just absolutely shits all over some haters.
