Unlike some I don't think that madara is more powerful than hashi currently in in the manga, because in the most recent issue...

Hashi can move freely while an edo because they used his cells to enhance it. Meaning he has greater control of the cells created from him, after he died, than the user of the jutsu does that is manipulating them. What else is there that's enhanced by his cells? A number of things like, zetsu, Obito, madara....

This seems to me like it could be a bigger advantage to hashi than to anyone enhanced by his cells.

your theory is not supported by the manga.

He cannot bind him because he is tooo strong.

Orochimaru used Hashirama's senju chakra to make the Binding stronger.. how does manipulation make it weaker? There is no connection between Oro's body or Hashi's body.

"he used my cells to amplify the restraining properties of the edo tensei."

Sounds to me like hes saying that's why he can move freely while his brother can't.
Actually, he told Tobirama why its stronger ;]. And told him grew a bit dull. Hashi's dna made it stronger. Proving more to Hashirama's strength.
