Definitely an underrated character. With out going any further:
* Highly proficient in fire style ninjutsu..
* Toad Summoning Contract
* High and Strong Chakra Levels
* Several High Level Ninjutsu
Now to get to the point:
€£- Jiraiya's Full Sage Mode:
Jiraiya's level from base to sage mode is the highest drastic change of any shinobi of any generation..
2 Powerful Toad Sages fused at the shoulders of Jiraiya that constantly absorb natural energy when still.. His strength, speed, senses, and jutsu increase dramatically.. He uses and is constantly absorbing natural energy, which allows him to have immense prolonged endurance.
€£- Reason why he mayb stronger than even Itachi:
His sage mode. This is the only reason why ( when in sage mode) he mayb be able to defeat Itachi even when Itachi is healthy.
Near unlimited supply of chakra: While in sage mode, Fukasaku and Shima ( either 1) can absorb natural energy while Jiraiya is in battle. Jiraiya can also create shadow clones that can also absorb natural energy and when dispersed the chakra is then taken in by Jiraiya. With this, Jiraiya's clones can perform high level natured and nin-jutsu for an unprecedented amount of time.. They can be used as very big distractions/decoys or as a force of a full barrage of attacks.
Summoning Jutsu: The Big Kahuna.. With the combined forces of all 3 sages ( as well as the clones if desired) Jiraiya can summon 80% of the toads from Mount Myoboku.. As well as any # of special weapons such as the Secret Stone Swords..
Toad Destruction: Given the size of the largest toads in Mount Myoboku, and the sheer number of them that would be summoned unto the battlegrounds.. Its fair to say that more than just the surrounding landscape would be altered and destroyed due to their combined presence.. As shown, these toads can reach enormous heights from just a single jump into the air.. Their size and weight ( when combined in forces) would alter seveal miles of landscaping surrounding their location.. Mountains would hall over.. Rivers would be buried deep withn the ground.. Forests would turn up as dried out wastelands.. There would be no battleground left to steadily stand on.. Leap (toad) is also included in this display..
Evasive ability: Jiraiya would be near untouchable given his own speed, senses and with his army of toads included to aid him.. They can jump to enormous heights and can also use this to evade almost all direct attacks.. In combination with the toad army, these toads can again play leap (toad -_-) to evade seemingly every direct attack that gets thrown their way.. This also is a way to counter Itachi's genjutsu and attack at the same time..Toads can also be summoned in the air in order to aid in this leap (toad).
Combination Jutsu: Nuff said.. Toad army..
How will Itachi fare against Jiraiya in this match up.. Remember, this is Jiraiya Sage Mode....
