Lists ranking the Gokage, guess who number 1 98% of the time? Onoki.
Threads asking who did the most against Madara? Onoki is the common answer.
Those are just examples to say the NB understands his power.
Imo he's correctly 'rated', i don't see why not.

I believe that one of the most underrated characters in NV is Oonoki.

Whilst being poisoned and dying from asphyxiation he was able to create a jinton big and strong enough to destroy madara's flower tree world, when the other 5 kage were helpless.

He was able to lighten and lift Madara's meteor (with gaara's help) not to mention turtle island! Dat Strength.

He destroyed 25 of Madara's Susanno's (with help from Tsunade) and blitzed Sasuke.

Offense
His jinton is capable of one shoting many shinobi and the majority of susanno's. He can manipulate the weight of his body parts to drastically increase his hitting power.

Defense
His flight and expert maneuvering in conjunction with his weight manipulation to increase his speed, puts his agility in battle above many. He can, as he did with Muu increase the weight of his opponent's body to slow their movement.

What I'm getting at here is that Oonoki on paper is one of strongest ninjas kishi has ever made. When I look at Oonoki's feats during this war and take into consideration his age and other health restrictions, it's hard to believe he isn't in the Legend Books with Hashi, Madara, and Hiruzen. Kishi...., that's ridiculous.

pls remeber that the current genration of gokages are the weakest and in ech generation the respective hokages are the strongest(except in case of tsunade where A and Onoki are stronger(overall) .

Shuriken Shadow Clone Jutsu is more that enough to push Onoki into defensive mode.
Raiton > Doton, any golem used offensively or defensively is eaten right away.
I'd say Onoki gets overwhelmed rather easily.
