without a doubt jiraiya is in top ten.
without a doubt jiraiya would beat itachi mid to low difficulty
without a doubt Jiraiya would beat itachi and kisame at the same time Mid to high difficulty
Jiraiya could probably even beat the sixth paths of pain had nagato not made a cowardly act of cutting off his arm when he was off guard.
And even when he only had one arm he was still able to battle the sixth paths of pain and still was able to kill one of the bodies.
MINATO,NAGATO,NARUTO AND EVEN OBITO ( TOBI AT THE TIME) ACKNOWLEDGED JIRAIYA'S POWER SAYING THAT HE WAS AN EXTREMELY FORMIDABLE OPPONENT.
JUST FACE IT UCHIHA FANS,MADARA IS THE ONLY UCHIHA WHO CAN DEFEAT JIRAIYA. SASUKE STILL HAS A LONG WAY TO GO AND ITACHI DIED SO HE LOST HIS CHANCE OF EVER SURPASSING THE MIGHTY LEGENDARY SANNIN JIRAIYA.

Itachi surpassed Jiraiya when he was born lol. Jiraiya is too immature to fight against Itachi.

Even Sasuke with the EMS has already surpassed Jiraiya.

Jiraiya is one of the strongest ninjas in naruto but
most people don't acknowlege that. Jiraiya beats all
the kages in a 1v1, the only one that will give him trouble
is onoki but I think jiraiya still takes the fight. He was
going to take on itachi and kisame together, itachi told
Kisame to run cause he would have killed kisame. But
still when people make top tens i see AY, gaara, itachi,
onoki, even tsunade but no jiraiya. And he probly stronger
than all mentioned above...your thots

jiraiya like a lot of character is judged on hype. although in his case, he is underrated but he will not beat all kages in a 1v1 easily.

he will beat gaara
he will beat mei
tsunade is debatable
he will only beat A if he goes SM
he will struggle to beat onoki but will prob win coz onoki is old

now u may say that kisame and itachi were scared to fight him but i think i am right when i say both could give him a tough fight, or even beat him
