Hmm, some Akatsuki members are way under-rated. Most fodder Ninja from Konoha are also under-rated too. Hidan for example, if he wasn't such a dumb ass, he would be a lot more lethal and dangerous.

Mangetsu Hozuki, the guy mastered all 7 swords of mist and is can turn to water making him harder to kill.

I think Tsunade is very underrated.

The Konoha 11 (Excluding: Naruto and Sasuke), Some members of Akatsuki, and the Sannin. Also, many Kage are underrated. I would say fodders, also known as, "The none factor players" such as unknown Chuunin and Jounin Ninja's, and members of ANBU, but their role is unimportant in the plot.

Edit: Oh definitely and Gaara definitely goes to that list, he is very underrated most of the time

kimmimaro - uses bones that can come out on any part of his body, almost like a cheat in a taijutsu battle. Even if you are faster, a bone will stab u from any part if you almost hit him. Gaara's sand could not crush him, this means that even susanoo punch will not be able to crush him, sage mode punch will not crack his body. He will survive any attack on him.
He beat tayuya, sakon, jiroubo and kidomaru at the same time
he beat gaara's father with orochimaru
he was sick and almost killed gaara( gaara admitted this )
and he was still young.
I see him as strong as yamato in my opinion
