under control or not?

So in the latest chapter we see the 4 kages get ready to join the fight. My question is when tobirama said they couldnt join because oro had them under control, did he actually release his technique or is he letting them act on there own? I believe its the later of the two. Ithink he wants them being comfortable and fighting hard and with reason. This is also how i think oro will prove he is still bad looking out for only himself. Using the kages strength and power for his endgame and controling them when need be. Thsts ehy i believe he is letting them run free instead of actually releasing the jutsu. What do you guys think?

Well yea i agree with that but think they are still under control if he wants to use them not that he fully released like madara is.
