As far as Totsuka Blade and Yatta Mirror are concerned. Those are legendary weapons and not standard of Itachi's Susanoo. Had Sasuke know. Of them during his fight with Itachi, he might have went out of his way to collect them so that wasn't really a nerf.

As far as Izanagi Tsukuyomi, etc. I can see that as being a nerf. I mean those techs are kind of inhereted when you get the MS/EMS. Sasuke not using any of them is as bad as Naruto not knowing anything about his own clan not having any Uzumaki Sealing techs.

So yeah I can say it's a nerf.

Dunnno why EMS seems to refresh/upgrade Sasuke's eyes rather than give him Itachi's abilities, but it's blatantly obvious that Sasuke could spam Susano'o / Amaterasu as if they don't even cost chakra after receiving EMS, whereas before using even 1-2 of those moves left him winded. The only explanation is that some of Itachi's power rely was given to him in the eye transfer.

And Edo Itachi still have that weapon at the time Sasuke implanting his brother eye to obtained EMS.

I said "as if they don't even cost chakra," meaning that the chakra cost is now negligible, whereas before they were heavily taxing. No one implied that Sasuke's EMS abilities literally didn't cost him chakra. Anyway, it's not just the fact that it no longer seems to physical hurt Sasuke to use Susano'o, etc... he could maintain a far more complete Susano'o for far longer, while spamming Amaterasu/Enton abilities. It shows that Sasuke's chakra reserves were vastly increased.
