-Why she only has 3.5 for ninjutsu in comparison to *insert someone with a higher score*
-What she can do to improve her scores

If you're right, then Hinata's ninjutsu should also be 5, considering her chakra control is equivalent to Sakura's.

Ability to master TLF which is stated impossible without byakugan, and being able to do it without byakugan already proves my point.

Well I based her stats on part 1 Neji's.
The 3.5 in ninjutsu was being nice , because she doesn't even have ninjutsu
And ino has a 4 in ninjutsu because she can effect masses but she can't maintain it for long

Hinata can learn rotation to improve her taijutsu stats,
