There seems to be a misconception of who is the fastest and who is faster than who and how we judge the persons speed on. I've heard alot of people say X cannot hit Y because he is faster even though X is extremly fast as well. I will show NB how to judge speed the correct way for characters and establish some people's speed is over/underrated.

Do not overrate or underrate the speed of the shinobi above, someone does not have to be equal or greater in speed to hit them, it's been proven over and over again but one will have to very fast or outsmart or have battelfield advantage which many shinobi can do. This isn't a order of who is fastest just an analysis of each characters speed in order of who I wanted to get to first. Each one above can dodge and land hits on eachother, one maybe be faster than the other but they re close enough in speed and have attacks to land hits. For the ones that didn't read everything you'll find the accurate judge of speed in the speed conclusion of the character.
I got tired of the inaccurate bull people say about someone's speed so made this. I hope you enjoy and appreciate the work.
Minato the yellow flash
Minato is known as the fastest shinobi ever. with his use of flying thunder god I think there should be no question, but what about his speed without spacetime jutsu? We haven't seen much of his base speed but it seem to still be top 5 to me. I question if his base speed is faster then the people below though, base speed is important for Minato because some people have way to counter his FTG, like changing the terrain/battlefield to isolate his Marked Kunai and ground.

With FTG he is undoubtly the fastest atm but base speed he may be below the other 4 on this list at 5. I hope we see more of his base speed to accuratly judge it.

Naruto's Speed
In KCM or BM people say Naruto is the fastest alive surpassing the Raikage's speed. Some even say faster than Minato's flying thunder god speed. People base this on almost nothing tbh, he dodged the Raikage's fastest punch so to them it means he is faster. You cannot judge on 1 dodged punch because you do not have to be faster to dodge someone's punch. BM Naruto blitzed through 5 tbb and Kakashi mistaked him for Minato, so some say this is when he surpssed Minato in speed. You cannot judge this because BM cloak has a yellow flash of chakra which can easily look like Minato ftg...It does look like Minato ftg.There is not a honest way to say BM is even faster than KCM. These are the only 3 speed feats that make people say even Naruto is the fastest 3rd being able to dodge wood dragon but do you realized he has not so fast feats? Madara was capable of smacking a blitzing Naruto away with his fan but failed to block Lee. Madara seen it comming but couldn't react to the speed this say something. Itachi and Nagato had no problem dealing with Naruto's speed aswell and the 3rd Raikage was about to KO him with a punch but Naruto was saved by Dodai.

All of Naruto's speed feats come for dodging criticle hits and not attacking. I come down with the judgment of Naruto not being the fastest attacker for sure. He may be the fastest dodger on the otherhand but comes at random time so we can assume he has to use burst of kyuubi chakra to dodge.

Ay the 4th Raikage speed
He calls himself the fastest alive but this is only an opinion. He hasn't raced everyone so we are the judge of his speed. He is undoubtly fast as hell and feats of dodging Amaterasu at point blank, blitzing Madara,go unseen by the MS sharigan and capable of keeping up with everyone he has fought include the yellow flash. There really is not criticism on failed speed feats, only Minato's ftg and him being caught off gaurd by Madara has be able to touch him.

Overall with his body flicker, reaction time, attack speed, and dodging, He may be the second fastest overall character and the 1# fastest foot speed runner. We do have someone else's speed though that we are uncertain of however.

Guy is one we are uncertain of because.....we never seen his full speed.in 7th gate Guy has never been shown running. There is no possible way to judge if Guy is faster or slower than Ay or BM Naruto but one thing we do know his punching speed is most likely the fast. He has been the only only to creat fire with pure punching speed and Hirudora he claimed is the fastest punch ever.

We can not determine Guy's running speed because he has never been seen running at his fastest(in 7th gate) and I think Kish did this for a reason I won't say atm. In 6th gate he was capable of blitzing Kisame who was in mid air while he was at the bottom of a Kisame made lake. I can say without doubt Guy is the fastest puncher as no one else has his feats at punching.

Rock Lee's speed
Lee has barely been shown in shippuden and just now been show to use the inner gates for the first time in shippuden manga, against Madara and the Juubi. Judging his speed cannot not be accurately judged either. However has great enough speed feat to be top 5 fastest. At 14 he was able to juggle Gaara in mid-air or a long period of time at hi speed with just the 4th gate opened. IMO it was the greatest speed feat ever in the show. (note:that does not mean fastest feat) He was able to destroy the ground by running and go unseen by the sharigan and byakugan eye. It's been 3 year you can only expect him to be even faster. With KC he was capable of blitzing Madara and bisecting him, another great feat for him.

I think atm I believe he solidified at least a 5th place spot of the fastest current shinobi but haven't seen enough of him in part 2 to put him any higher but has potential to be the fastest runner ever.
