Edit: Capcom is doing something similar with SF4 that CC2 is doing with Storm 3 (Full burst) regarding there approach to this. The full game at retail for USF4 will be about $15 however if you already have Super Street Fighter 4, you can download it as a DLC for $15. But the retail version will come with $40 + worth of DLC (All character costumes and some other stuff)
