Shanks can match WB(old), Kaido is around Dragon's level or vice versa purely based on hype. With Doffy also there with Shanks/ Kaido... There's nothing for them but to win it...

Note:
I don't consider Dragon being ridiculously more potent than a regular Yonko's level, even few of the Admirals might give Dragon run for his money...

Only two beings I acknowledge as considerably stronger than usual top tier are WB(prime) and Roger(prime); WB being stronger than Roger IMO...
