I have already put forth what I cnsider to be their ultimate strategy - for them to swap weapons since Kisame has the energy levels to spam the spiritual weapons and Itachi wo.uld benefit from the healing of the Shark Blade.
However, as with Hashirama and Madara, it seems there are more ways for these two to combine their powers.
For a technique, a move which combines only their powers and assumes nothing outside of the duo and their willingness to work together, any partnering of attacks would help them perfect their moves. For example, the weakness of the Sealing Blade is that it needs a clean hit and is implied to be easy to dodge for characters at the level of kage and such. Kisame happens to have the Water Prison which is perfect for preventing opponents from dodging and the energy levels to make enough clones to bind most opponents. Likewise, the Thousand Sharks of Kisame have been shown as slow enough to allow an opponent the oportunity to erect a barrier and weak at doing physical destruction. For this, Itachi could use his energy armour to break down barriers and the black flames for area control so the opponent is trapped into the attack zone of the sharks. At a more basic level, they can combine the movement foresight of the Sharingan with the energy sensing of the Shark Blade to near-perfectly find and trap any opponent.
For a combination that could work within the story, they could play doctor as the Pioneers do with their strategy. Itachi could give Kisame his eyes and have Kisame heal him with the Shark Blade, leading to two MS users with energy recovery for undying eyes similar to Obito. Itachi could then take any slow burning target like a brick wall and set the black flames upon it. The flames would spread around the wall on their own, with the Shark Blade absorbing a portion of them for a practically infinite energy supply. In addition to this, they could apply their anti-energy powers upon tailed beasts to both absorb and permanently destroy them by sealing or absorption. This would leave them extremely overpowered while the rest of the world no longer has an energy source of their calibre since the tailed beasts would be destroyed.
