Nah that's the standard cliche you see in every good natives vs. bad high-tech invaders fiction. But that doesn't apply to Naruto that much fortunately, cause good guys have power as well.

i am not rejecting the need of tech and power,i am only saying that ideology makes a nation perfect

It doesn't look like something that would make a nation perfect.
