Ultimate Ninja Storm 3 Help?

So i have these bluprints (I believe) under the Valuable tabs, examples would be Scroll of famis waters, Self-defense Textbook, Risky Techniques List, ect. It says to take these items to the Tool(item?) shop but when I go, They don't take them from me nor can I sell them.

What am I supposed to do with them?
