After re-reading the newest chapter a few times and looking up what Gaol meant (Old english for jail), I have quite a few ideas of how Ultear is back how she is. I shall share the 3 most likely.
1.) I think someone mentioned this already but she may have learned how to use her time arc to get her youth back. (My least favorite of the 3)
2.) In response to last ages, part of her consciousness and her magic power and abilities are sent to a jail of time leaving what we see after the spell as a shell of her former self. Dimaria's magic somehow taps into this jail of time when she stops time and so Ultear helps once more.
3.) Ultear during the 1 year time skip becomes unsatisfied with how she is now and uses her time arc to get her youth back but in response the gods punish attempt to get around the punishment of lost ages and sends Ultear to the jail of time. Again Dimaria's magic gives Ultear the ability to help once more like in theory 2. (Favorite of the 3)
