On a serious note, Kishi has a theme of the relationship between brothers (Itachi and Sasuke, Madara and Izuna, Hashirama and Tobirama, Indra and Ashura, and now the Sage and his Brother) and yet he completely neglected the relationship between Hinata and Hanabi. Hell, they never even spoke to each other in the canon, although that's probably because Hanabi is in like 3 chapters.

No, that's not why. They are just too young to participate in the war and are genin, all of the genin had to stay and take care of their villages. Naruto and Sasuke as genin are exceptions, because they are old enough to go and are the most powerful fighters on their side, they are needed.
