WG won't spoil the diplomatic relations with them all by putting a bounty on the head of the right hand of one of those Kings, that too in the year of Reviere. I hope you're getting why it's impossible for Kyros to get a bounty. It will be like throwing all diplomacy in the thrash can. WG can't afford to be aggressive in the year of Reviere. Doffy was clearly at fault here. Doffy is an ex World Noble. Nobody cares about an ex, especially if he's trying to disrupt the powers of the ones currently holding it.

But you see; now that the Revolutionaries are heavily involved with the story and have been ever since the Impel Down Arc it's about time Oda showed them making progress and proved that they're a thorn in the side of the WG. How would he do this? Show the Revolutionaries making progress towards their goal by causing kingdoms to overthrow the WG policies and become independent (ON PANEL), the best chance is now with Dressrosa and its surrounding Nations. This allows oda to show grouped character development as well as a new dynamic to the story, on top of this he will be able to add to the enigma of the Revolutionary Army this way.

It makes no sense to put a bounty on Kyros's head and have him take the blame. Like you said, If they put a bounty on Kyros's head, Dressrosa and it's allies will start revolting. WG is too cunning to let that happen. It will cause inconvenience to the WG and they are very good at avoiding inconveniences. The Gorosei have a good enough vision of what impact their decisions might have. Why would they risk things and have political tensions in a year of Reviere, a year where world politics witnesses huge changes? It's suicide. They know putting a bounty on a soldier's head who fought for his country will make them look villains and WG cares a lot about it's image so they aren't doing it. Oda sensei making WG put a bounty on Kyros's head to have them all revolt against WG and increase Rev's popularity is like Oda Sensei destroying an amazing villainous organisation he created with his own hands. WG has been fooling people for 800 years for a reason. They are super cunning. They take into consideration the impact of every move they make. Then why get aggressive this time around? They are good at keeping people into dark, then why take a step that will make people aware of it's true colors and arise and ensure chaos? It's out of character for Gorosei and WG. Kyros is an amazing character but for WG he is an non existent fodder. Why give him publicity and create a problem for themselves? The WG is far better than that. They take decisions to put an end to their problems and not increase them.
