rinnegan is so lame in abilties(in my opinion) from the Sharingan or Byakugan. Almost all of its stabilizes have nothing to do with visual techniques.

If he wants to be the sage of the 6'th paths, he needs to develop the Rinnegan or by other means obtain it, and he must master all 5 nature styles...
He was called 6'th paths because he had master Earth, Fire, Lightning, Wind, Water AND the Rinnegan...

I'm pretty sure the 6 paths are the same as pain's six paths. not the elements.

Nagato in my mind is the closest to the sage, since he's full blood uzumaki and was given his eyes at such a young age.

That's Nagato's Rinnegan. The real Rinnegan (Madara's) allows you to utilize both EM Sharingan powers + the powers of the Rinnegan.

Nagato,Obito and Madara have the eyes yet their not the SO6P. Besides we did see ones Naruto eyes change on their own in SageBeast Mode against Nagato, so if you add the rest of the tail Beast to Naruto you may also get eye change out of that.
