Don't know who the rest of the Hyuga are nor how powerful the strongest Hyuga is nor how strong the average Hyuga is. Therefore it's impossible to say. Also does this include every hyuga that ever existed? Even the ones who are dead and never mentioned?

In all honesty if it were the current Hyuga that are still alive and Neji/hiashi as examples of being the strongest and hinata as being average I will go with the uchiha.

I do see a possible for the Hyuga to win though. They simply have to seal off the uchiha's strongest tool, the sharingan. If they hit the chakra nodes leading from the body to the head they can prevent chakra from flowing into the Uchihas eyes, taking away the vast majority of the Uchihas advantage. I think this is the reason why Kishi will never show a battle between the two clans.
