We don't know what the Uchiha tablet states, but we can figure out that the Uchiha tablet tells the Uchiha how to get the next visual prowess, from sharingan to mangekyou to eternal mangekyou to Rinnegan. Once you achieve the Rinnegan, I assume you can decipher the entire tablet and possibly uncover the true power of the Rinnegan.
