Shisui is down right impossible to be the hooded man. Why would he want to avenge Itachi when there is nothing to avenge for? Itachi got what he wanted.

I agree with the Shisui theory. Either he Survived the falldown in the lake or he was found from Orochimaru and he does some experiments on him. And the fake Uchiha was an underling of Shisui and Orochimaru. Its a far fetched theory, but it could make sense.

What you forget is that Itachi unlocked his mangekyou sharingan after Shisui died so it really is impossible for the hooded manto be Shisui, unless he was reanimated by Orochimaru but I doubt it because all of Shisui's eyes were destroyed unless Tobi lied and kept it a secret after beating Danzo.

See, the thing is that he (Itachi) Never saw the dead body of Shisui, they were talking about the plan to change the Uchihas if they turn their backs on Konoha, and then he (Shisui) gave Itachi the eye... I personally don't think that just because Shisui was eyeless is that a reason enough for kill himself or unlock Itachi's M.S... He still alive

Why can't it be a new character? You know like not all Chinese are from China. Maybe some Uchiha family decided not to stay in Konoha and continue their lives at other places? I'll tell you why... Cause this two dudes are defending Itachi's memory, saying he was right about eliminate all of them Uchihas Clan members, the only guy (if the manga don't lie) that was supporting Itachi was Uchiha Shisui a.k.a he's bff... Other than that, everybody wants to kill Itachi if there were more members outside of Konoha, but guess what... The only survivor besides Itachi and Obito, was Sasuke... But chill man, I might be wrong and you can be right, but until now that's my theory... Whether you like it or not...
