Wrong wrong wrong and wrong dont believe what everyone says, its between the blood. If a uchiha loses his eyes and gets new ones he will still gain them. Proof? When sasuke was small he never used sharingan and he unlocked it. So if he got new eyes he would just have to gain them again, which wouldnt be hard since they already know how. So its all about the blood if they dont got uchiha blood then no.

if he takes a random eyes then no they are normal eyes. If he takes the eyes of any uchiha, i think he can use the sharigan even if they never unlocked it. But he would be unable to get ms eyes i think, unless it was between siblings.
