No they aren't. Assuming Neji and Sasuke are the above average members,3T Sasuke still beats Neji and on par with one tails Naruto who by just using Kyuubi chakra beat Neji without even using his initial jinchuriki form
That doesn't mean the clan is powerful. If a random nobody from clan #86 became the Juubi's Jin w/ rennigan, that wouldn't equate to the clan being a powerful clan. They only specialized in FuinJutsu, they're powerful in that, not in combat.

Naruto may have beat Neji in the Chunnin exams arc using Initial Jin mode & Plot armor, but Neji improved by the SRA, as the databook shows.
Both his speed and taijutsu saw an increase of one, with them being at 4.5 and 4, while Sasuke's speed and taijutsu were at 3.5 and 2.5.
Not to mention Neji's abilities would allow him to prevent Sasuke from using his CM, stopping Raiton & Katon. VOTE Sasuke lacks the speed and taijutsu needed to fully dodge Gentle Fist, and as we saw w/ Kidomaru, Neji can kill an opponent w/ no less than a few hits if he so desires, so Sasuke can't afford to take ANY HITS, as Neji can make Sasuke weaker and weaker w/ each organ damaged and chakra point closed, making the fight THAT much easier.
