No they aren't.Assuming Neji and Sasuke are the above average members,3T Sasuke still beats Neji and on par with one tails Naruto who by just using Kyuubi chakra beat Neji without even using his initial jinchuriki form

Contrary to what many people think, Uchihas have the potential to be stronger and surpass the Senju clan. The only people that were pretty damn strong in the Senju were Hashirama and Tobirama. Hashirama had his Kekkei Genkei to thank (or he'd be a fodder) and Tobirama was a genius.
Without the use of senju dna the highest level of power an uchiha can get is EMS, which is a lot stronger than the average shinobi.
