So it's MS Sasuke? How does Jiraiya handle Amaterasu immediately without SM? Sasuke likes to try and finish things quickly. Jiraiya can probably hold off Sasuke's speed with the Frog's stomach and summonings in in order to buy time for SM. Sasuke's constant speed, and occasional but devastating Susano'o attack and defense would be hurt for Jiraiya to get past though. If regular J-man can't counter Amaterasu, I say low diff. If he can, I still say Sasuke but with high diff.

SM or not, Jiraiya is not dodging Amaterasu. Im not even sure if he would be able to dodge Susanoo arrow, since he has no sensing feats. Not only that, Sasuke can take control over Jiraiya summons via Sharingan.

Sennin Modo. Match rules say Jiraiya starts in Senin Modo, and I believe Jiraiya has the means to counter Amateratsu despite not being able to dodge it with pure speed.
