I think that in theory at least they can. I'm not entirely sure if you have to learn it (like a technique) or that it comes naturally to Uchiha like Izanagi. However, I don't know if the fact that they have a Rinnegan changes anything. What I mean by that is maybe they can use Iznagi/Izanami without going blind afterwards. This is just me wondering though.

You can't just like that use Izanami. You have to learn it.

If Izanami was created before Madara era, he as leader of clan, should be able to use it.
