No. Hagoromo made it but BZ altered it. Hagoromo made the tablet to ask/make the Uchiha work together with Senju(Indra Ashura) to bring peace.

Don't worry WhiteBoy. Hagoromo just left that tablet for the Uchiha in order to warn them about the dangers of letting an individual person gain too much power (and becoming like Kaguya). Black Zetsu however, altered the tablet and basically turned it into a step by step cook book for Uchihas to gain power.

Black Zetsu is gone now though, and Sasuke already knows about the Zetsu's manipulation of the tablet, so he'll probably either warn Sarada and future Uchihas against reading/following that tablet, or he'll do away with that tablet altogether (if he hasn't already).

Therefore, no new generation Uchihas are in danger.

On another note: It wasn't Asura's whole line or ideology that caused problems. For instance, Hashirama did a great thing by uniting the clans and creating the village (or would you rather just have clans continue to fight and let children get gang banged and killed by adults at ages as young as 7?).
It was the likes of Tobirama, Hiruzen's whole cabinet, and especially Danzou that caused the problems.

I wonder what was originally on the tablet. Because it was written in a way that only a rinnengan can see, so only someone that combined Indra and Ashura's power can read it. In addition, SOT6P didn't know that this was the path to revive his mom. So, I doubt it was a warning about that.

The tablet was divided into sections. The Sharingan and Mangekyou Sharingan could read bits, but the Rinnegan was needed for all of it. The entire point was to keep the Uchiha from further fighting the Senju over power and to cooperate, told by what Madara quoted:

The Rinnegan part must have been added incase one where to go to that lengths, as said by Hagoromo, probably as a warning to not become so obsessed with power as to release the Ten-Tails, not Kaguya herself.

The will of fire is full of shit and hypocrisy. Fodderuto's way is too overlook the crimes of the village and elders yet tell others they're wrong. Hashirama knew it was bs as well instead of punish and stop Tobirama knowing what kind of scumbag he is he let Tobirama do what he liked and let it slide. Tobirama in turn created Danzo who in turn carried out the will of fire.
Hogaromo left general guide lines he wouldn't know you could awaken the rinnegan with the mixing of chakra. He knew only after observing Madara do it.
