He has susanno'o so yes he can use it. but kakashi would need obitos eye and his body wouldn't be able to handle it (kamui is a prob for him)

also why has obito not used amaterasu or susano? i know its rare for a uchiha to have susano but obito seems so strong

madara and kakashi cant use that tech, because its unique to itachi and sasuke. Kakashi already has kamui, i dont know what madara's power is. For kakashi to use susanoo he needs obito's eye so its complete and i believe you need tysukoyomi and some other tech to be able to use susanoo
