In my opinion, yes. Gaara has the means to hinder Madara's speed and let SM Naruto fly.

It's doubtable he can dodge amateratsu when he has no ready eyes.
Edit: I would say Kisame and Danzo would make a good match up.

Sasuke would win that imo going by feats.

-He doesn't have the ability to contend with Sasuke's PS offensively without his own PS.

-The Mokuton he's shown isn't enough to hinder PS.

Jukai Kotan is tanked.

Flower Tree World is destroyed by PS.

Mokuryu is destroyed by PS.

Generic Mokuton is obviously useless.

If KA and Shinsuusenju are restricted. Samehada removes control of Mukoton but doesn't absorb the Mukoton itself. Danzo can break through the Mukoton branches, or at least some. Kisame counters Juubi sized Katon with his massive Suiton. The biggest problem is probably Madara's speed.

To be honest, Flower Tree World would one shot.
