For a very long time, since Tobi has been implied to be the true leader of Akatsuki we have come up with the theory of Madara being Obito, that he in some way has taken over Obito's body. Hints such as the place Zetsu found him, to his physical appearance, to even the name he assumes (Tobi), it points to him occupying Obito's body. This is not my point though.
With my understanding of Madara, through reading the manga and speculating, I have started to think about the possiblity of Uchiha Madara being incomplete. Here is some proof to back up my theory.
"The machine has ripened, his mind is made up." This in my mind, Sasuke being referred to as a machine, immediately implies that Sasuke is a tool Madara intends to utilize. Right? That is obvious but with that said it also supports my speculation, just to get my "foot in the door".
"Our goals will be achieved"
"and when they are, everything will be as it should"
"The sharigan's true power"
"my power... Uchiha Madara's power..."
These statements alone leads me to believe that at least one of Madara's goals include returning his power back to the way they used to be. That suggests he is not to his full strength, and that he has lost it but can gain them back.
We all know this quote, "a pathetic shell of his former self" is what Itachi states about Madara. That alone can support my theory on Madara being incomplete.
In Chapter 398 Madara is beginning to talk about Konoha's beginnings in order to explain to Sasuke about Itachi's true story. He explained about his past and how he obtained the EMS by killing his friend and then his brother. He explained how powerful he was and all the trouble he had to endure. Going on to the next few chapters, he says he was killed, and revealed that he was also part of the Uchiha Clan slaughter.
Altogether this is what I gather: Uchiha Madara is in a body that isn't his own. Since Madara was destroyed by Senju Hashirama at the Valley of End, this would make sense. Because of this, he does not have all his power; his current vessel right now cannot support the power of the Eternal Mangekyou Sharingan. He has not once sported the EMS, and I think its because he does not have it right now. The EMS is supposed to always be on right? So because of this, his goal is to get all his powers back (to become the most powerful he once was), and to destroy Konoha. In order for him to achieve the first, he has to have a vessel that supports his power, which would be Uchiha Sasuke, since he is the only other Uchiha that exists.
