This is a sheild/fan/mirror type of weapon.

I think this is a treasure Rikodou Sennin possessed, like the other treasures, it requires great chakra.

Requirements:

An powerful chakra reserve, it uses the users chakra heavily.

How it probably works according to stages:

Mirror

Stage 1: Whenever a jutsu clashes with this "fan", it absorbs all its qualities and chakra from it, its then stored inside the fan.

Stage 2: It could be then released at will at anytime, probably by using "Uchihagaeshi" to release it.

Fan/Shield:

This fan is also able to form an shield to protect the user from any harm, it is probably impossible to penetrate, its like the Yata Mirror of Itachi.

I think Obito used the fan here to use Uchiha Kaejin. The shield around the Gedo Mazo looks very similar to the one Madara made.

Porbably not, its just a fan that can channel chakra. Like Sasuke's Sword, it becomes near unblockable when he puts his Chakra into it and Obito called it Madara's fan so he probably made it.
