I think then depends on tailed beast like the one tail is weak compared to Kurma who took on 5 tailed beats on once with half power so depends. The person can be in top ten not no.1 cause sage of six paths had the six paths and the 10 tails.

When he had first found out that he had died, he didn't hate anyone. He was upset at hismasters death, but he didn't truly hate pain so much for it. So it was more that he was sad than he was angry at pain.

It was later that he had shown a great hatred at pain. It also wasn't just hatred for killing jiraiya, but for destroying the village and killing some of his friends.
