Black Zetsu has been misunderstood when he approached the Uchiha to take the chakra of Ashura incarnates it was to boost the yin in their eyes using physical energy. The reason he failed was because the Ashura incarnates before Hashirama weren't stronger or as strong as the Indra incarnates and the Uchiha weren't interested(in weaker power). It's also the reason he approached them(Ashura incantates) trying to entice them to take Uchiha eyes.
