He's Nen user. Average novice Nen users outdo advanced Chakra users by far. Once Illumi emits a bit or Ren at/onto Itachi, the game is over idon't think Itachi can Copy Nen. And I don't think that the Mangekyo Sharingan would have any effect on Illumi. Nen > Chakra. With the current traits Nen has Itachi wouldn't even be able to see Nen. Therefore Illumi would take out Itachi.
