If Itachi is incapacitated and can no longer fight then he loses. Tobirama marked Jubito with FTG seal and several paper bombs so fast we didn't even notice until emphasis was put on it. Jubito is much faster than Itachi and Sasuke at everything and he didn't even notice what happened.

Combined with FTG and 10 Edo, Tobirama can easily get an opening to mark Itachi or Sasuke once then its over. Tobirama can even have his Edo summons mark Itachi and Sasuke for him since the caster can make the Edo use jutsu for them as seen when Kabuto used Muu to summon Madara or when Zabuza summoned all the other swordsman.
